An air-to-air heat pump takes heat from outdoor air and blows it into the room. It is the cheapest heat pump to install and the one that demands least of the building.

The colder it is outside, the less heat you get per kilowatt-hour of electricity — and demand is highest exactly then.
Tap water must still be heated by a tank. That is a large item left untouched however well the pump performs.
Most units can cool. That adds comfort but raises consumption in a season when it would otherwise be low.
Air-to-air is the least critical measure to place in the sequence, because it is not sized as tightly as a waterborne system. But it pays off more in a house that is already sealed — in a leaky house it runs at maximum output, where efficiency is lowest.
Air-to-air heat pumps are not on Enova's list of supported measures. The technology is considered well established in the market. The measure therefore has to pay for itself on saved electricity alone.
