With waterborne heating the source can be replaced without touching the distribution. It is a system that outlives the source.
A poured floor with heating pipes holds its heat. That gives an even temperature but makes the system slow to turn down again.
In a finished house it means tearing up floors or adding a screed that raises the floor level. The cost depends heavily on whether something is being done anyway.
Waterborne heating goes in before the heat source is chosen, and preferably at the same time as the building envelope is upgraded — both require opening up structures. The other way round means choosing a pump for a system whose flow temperature you do not yet know.
